Further to the correspondence from Claire Bennett, we have rechecked our records and I can confirm that there are no other records that relate to the request made.

Regarding the CTS grant scheme, the difference between the application and claim amounts is typically down to the spend achieved by the applicant; it is quite normal for there to be a difference.  Where the variance would take a project over the originally agreed award, a variation notice would usually be issued.  This is not done if the project costs less, rather the final claim simply reflects the lower costs.

In short, the process is:

  1. Application made to Welsh Government’s grant scheme which sets out anticipated cost of the work proposed
  2. Welsh Government issue a grant award letter with a specified award amount.  On some occasions there is discussion about the amount to be awarded prior to the award being finalised.  This was not the case in relation to the grants in this instance.
  3. Applicant makes claim against the scheme.  This is based on actual expenditure.
