“The Welsh Government report was provided to the council as a “draft report” on 8 October 2021, shortly before cabinet was to meet to make its decision. The “draft” was not updated and is the only and latest version the council has received. The stated purpose of the Welsh Government report was set out in the sub-heading “Additional report to further inform the Welsh language impact assessment”.
