“On 14 June 2021, Ms Elin Maher of the claimant wrote to the council complaining of the tardiness of the WLIA, not obtained in time to form part of the consultation. That would have been of benefit, she argued, “so that the public could respond appropriately with all the documentation available from the outset”.
